_ 9.45 Introduction: Meaning of the delocalisation process in the production context of the Veneto Region
Giorgio Tamaro – Regione del Veneto - Industry Direction
The speech explains that the Veneto firms are actually delocalisated more often in China than in Romania and in other East of Europe countries. We can upgrade the Veneto production system with the management of the delocalisation process in China or considering the Nord-East of Italy such as an enlarged region including Romania, Hungaria, and other East of Europe countries as partners against the Chinese competitiveness.

The speech presents the results of the TeDIS research about the internationalisation of the industrial clusters in 560 firms in the North and Center of Italy.
_ 10.40 The activity of the Veneto Foreign Center in the enlargement countries: opportunities of business and investment for the firms

The aim of the Veneto Foreign Center is to create an institutional context where entrepreneurs can meet and create new opportunities of business and innovative solutions. The institution created information centers called Antenna in Romania, a country where already in 1990 there was 12.000 Italian firms and 16% was from the Veneto region.

_ 11.20 Experiences about delocalisation and opportunities for enterpreneurs in the enlargement countries
Ubaldo Alifuoco – Province of Vicenza – Balkan Area Association
The speech illustrate that the entrepreneurs from the Province of Vicenza only recently became more open respect to the internationalisation process. The big resource that the Balkan Area Association builds during these years is the network of relations in Croatia, in Bosnia and in Serbia.
The weaknesses in these countries are the politic instability, the absence of the financial support of the banks and the lack of attitude to take risks.
From the other side, the immigrants in the Province of Vicenza are the 7% of the work force and could represent a cultural problem for the local community, but could also become an important resource and Migrest project could be useful to involve institutions in developing new politics of integration.

The speech illustrates the reasons, the sectors involved and the modalities of delocalisation. The process has been supported also by the governance agencies inside of the local govern: governments in Czech Republic, in Slovakia Republic and in Romania for example offered advantages to the UE firms such as facilities to buy lands or fiscal advantages. The main modalities of delocalisation are the use of suppliers in the area, the acquisition of a company, the temporary exportation, the direct investment and the joint venture.
_ 12.00 Delocalisation and collaboration with the enlargement countries: impact on the economies and on the migration flows

The province of Treviso is the second in the Veneto region for the trade balance.
The speech illustrates the two categories of economic relations with the enlargement countries: the collaboration and the delocalisation. Ways of collaboration are the participation or the agreements, while delocalisation involve the use of specialized workers or the low cost of work and capital. A different process is the cluster delocalisation, that involved not only the enterprises but also the public subjects and local authorities and needs a strong relationships with the original Italian cluster. When there is not collaboration or delocalisation there are flows of immigrants, which could be a good resource as specialized or low cost workers for the little Veneto companies that cannot delocalise.
_ 12.20 Polish legislation about migration flows and security of the new border

The speech presents the Polish legislation about the migration flows, data about the migration of Polish citizens (from 14 to 17 millions of Polish are migrated, meaning the 40% of Polish actually in Poland) due to the jobless rate (actually 17,5%), information about bilateral agreements with other countries and about projects and funds of UE to help Polish economic and social growth.

The speech analyses the most relevant laws regulating the situation of citizens of enlargement countries and citizens extra UE.

The speech presents the activity and the history of Curia Mercatorum, a network of 23 organizations born in 1995, which main activity is the resolution of cases.

The speech illustrates the characteristics of the city of Timisoara, the role of the immigration and emigration phenomenon and the Romanian institutions and legislation related to the immigration flows.

The speech illustrates the regulations for the workers, particularly about the cost of the work, the typologies of contracts, the protective measures for minors, the holidays and the working hours.

The two MO’s illustrate their activity and the progress of the project during its first five months, especially the organization of trainings, the involvement and the collaboration of other partners and the management of the web site.
