Giorgio Tamaro – Regione del Veneto - Industry Direction

The speech illustrates the main modalities of delocalisation: the trade delocalisation and the productive delocalisation. The second one involves the transfer of the firm in another country. The typical manufacturing industries of the Veneto Region is delocalisating in toto because it is not possible to separate the moment of ideation from the moment of realisation of the product. For this reason the textile sector is disappearing in the Veneto region and it is necessary to organize this process training managers with new professional skills.

The speech analyses the problems of firms in managing immigrants workers, related to the absence of information services, the introduction of work force from other countries and the temporality of the seasonal work. Some associations tried so solve these problems realizing courses to train professional workers and services for the meeting of supply and demand, for the accommodation and for information assistance about immigration laws.

Antonio Falzacappa underlines the necessity of a European legislation to improve the quality of the work and to elevate its cost. The firms that don’t delocalise needs foreign labour and the associations involved are trying to create systems to help the meeting of the supply with the demand and to generate interaction between all the actors involved in the immigration problems.

Serafino Pitingaro presents the outcomes of a research that will be publish by UnioncamereVeneto on the next months. The study refers to the years 2000-2003 and underlines that in Veneto 5% of immigrants are leading enterprises and there are 4,5% entrepreneurs coming from countries extra UE, especially from Switzerland, ex Yugoslav Republic of Macedonia, Morocco and China.

The presentation illustrates sanitary services and rules about payments and exemptions of the ULSS N° 20 Verona for immigrants, distinguishing between foreigners that are not enrolled to the SSN (Regional Sanitary Service), illegal immigrants and the STP (Strangers Temporary Presents).

The speech presents the activities, the services and the pilot projects for immigrants of the Coordination Center of ULSS 17 Este/Montagnana and analyses in particular the project for the integration of the housekeepers, which is supported by the web site http://www.badanti.org.

Emanuele Zane - Municipality of Venice

Emauele Zane presents the initiatives of the Municipality of Venice in collaboration with ATER (Azienda Territoriale per l’Edilizia Residenziale) to help immigrants in finding an accommodation and illustrates the future institution of a call center called “Living in Venice” to assist immigrants looking for a house.
